University of Cape Town Public Participation Process.
The University Cape Town (UCT) has commissioned four processes to be carried out on the Middle and Lower Campus. Based on Section 36 and 38 of the National Heritage Resources Act, 1999 (Act No. 25 of 1999) (“NHRA”) a public consultation is required for the protection of burial grounds (Section 36) and Heritage Impact Assessment (Section 38). You are hereby invited to raise issues or concerns regarding the following processes:
- Rustenburg Burial Ground Memorialisation- Middle Campus
- Heritage Impact Assessment (HIA) – Middle Campus
- Precinct Planning for Lower Campus
- Heritage Impact Assessment (HIA) – Lower Campus
Nosipho Consultancy and Ninham Shand have been appointed, as independent facilitators, to embark on the above processes. Two Public meetings will be held during February to provide the public the opportunity to provide comments to inform the way forward.
Meetings
The first meeting, was held on the 16th February 2008 at the Glendale
Secondary School, Rocklands, Mitchells Plain. Issues regarding the
Rustenburg Burial Ground Memorialisation and HIA for Middle Campus were
discussed.
The second meeting is an open house, which was held on the 23rd February 2008 at the Sanlam Studio, Baxter Theatre Centre, Main Road, Rondebosch. Information on all four processes was presented for viewing and team members were available for questions.
Current Project Phase
Way Forward
The team is working through the challenges and issues raised by the
public and UCT staff and students to ensure a robust planning response
to current and future campus usage. The project programme has been
extended and it is expected that the Precinct Plan and Heritage Studies
will be ready for public comment mid-year.
