Proposed Construction of a Bulk Sewer Pipeline along Carolina Street, Paarl

The Drakenstein Municipality proposes to construct a 700mm diameter bulk sewer pipeline with a length of 4020 m in Paarl.

Regulations 386 promulgated in terms of the National Environmental Management Act (NEMA, Act 107 of 1998) identify certain listed activities, which require environmental authorisation from the competent environmental authority, viz. the Department of Environmental Affairs and Development Planning(D: EA&DP) via the Environmental Impact Assessment (EIA) process promulgated in terms of Government Notice No. R. 385 of 21 April 2006. The proposed activity includes the following scheduled activities: 1(k) and 1(m) of Regulation 386 published 21 April 2006. The proposed project therefore requires authorisation from the D: EA&DP, following the prescribed EIA process as detailed in the NEMA, 2006 EIA Regulations.

Aurecon has therefore been appointed by the Lyners Consulting Engineers to assist the Drakenstein Municipality with complying with the requisite environmental requirements for the proposed development.

Current Project Phase

Based on the comments received during the comment period, the Draft Basic Assessment Report (BAR) has been updated into a Final BAR.  The Final BAR include the Public Participation process followed to date (Appendix E), Comments received and a Comments and Response Report 2, noting the project's team responses thereto.  Correspondence to all registered Interested and Affected Parties (I&APs) is also included.  Landowners consent forms have been included in Appendix C.  All the relevant appendices are available for download below.

The Final BAR has been submitted to the Department of Environmental Affairs and Development Planning (DEA&DP).  Copies of the Final BAR have also been lodged at the Paarl Public Library.

A comment period of 21 days i.e. from the 5 February 2010 to the 26 February 2010 therefore applies for all registered I&APs to comment on the Final BAR. All comments received will be forwarded to the case officer, Ms Keketso Mbete of D:EA&DP: Private Bag X9086, Cape Town, 8000 or Fax: 021 483 3633, or Email: kmbete@pgwc.gov.za. Should you have any comments regarding the Final BAR please submit your comments to Rene Stewart or Simon Van Wyk of Aurecon on Tel: (021) 481-2501, Fax: (021) 424-5588 or rene.stewart@af.aurecongroup.com .

Once DEA&DP has reviewed the Final BAR and are satisfied that it contains enough information to make an informed decision, they will issue an Environmental Authorisation.  Registered I&APs will be notified of DEA&DP's decision.
