Drakenstein Wastewater Treatment Strategy: Construction of Paarl South Gravity Outfall Sewer: Phase 2
Application for Amendment of the Record of Decision: Public Participation Process

The Drakenstein Municipality are applying for an amendment to the Record of Decision (RoD), issued on 21 May 2007, in terms of Section 40 of the National Environmental Management Act (No. 107 of 1998) for Phase 2 of the proposed gravity outfall sewer. Specifically, the Municipality are requesting an amendment to the description and location of Phase 2 of the proposed pipeline (i.e. an increase in the diameter of the pipeline, minor re-alignments and construction of associated infrastructure).
Phase 2 extends from a manhole in the Transnet railway yard to the south of the existing Paarl Wastewater Treatment Works (WWTW) (in the vicinity of Drommedaris and Voorschoten Streets in northern Paarl) to just south of the N1 freeway, near the Paarl Arboretum (where the N1 crosses the Berg River).
The proposed amendments include the following:

Increase in diameter of the pipeline, ranging between 1650 mm and 800 mm in diameter.

Minor changes to the alignment along sections of the Phase 2 alignment.

Construction of diversion structures and associated diversion pipelines.

The removal of/ or amendment to Condition of Authorisation 9 which stipulates that “no manholes must be located within 30m of the top of the river bed”.

Construction of temporary road deviations during the construction phase at Voorschoten, Distillery, Island, Voight and Arboretum Streets. Pipe jacking will also be required under Lady Grey and Market Streets.

Other minor associated activities include the (a) demolition of a small, un-used, municipal reservoir and (b) construction of temporary pipelines to divert flow from existing sewers into the new sewer.
Current Project Phase
Interested and Affected Parties are invited to submit written comments on the proposed amendments to Aurecon on or before 1 February 2010. All comments received will be forwarded to the Department of Environmental Affairs and Development Planning for consideration in their decision making process.
