Proposed Construction Of Bulk Diesel Storage Tanks, Foreshore, Cape Town

Vodacom is in the process of developing a Data Centre Facility on the corner of Louis Gradiner Street and Martin Hammerschlag Way in the Foreshore area of Cape. The Data Centre Facility requires 99.999% reliability and a constant power supply and therefore as part of this data centre the installation of diesel storage tanks to be utilised for the operation of four power generators in the event of a power failure is required.

The proposed diesel storage facility includes the following:

·         2 x 24 000 l bulk Above-Ground Storage Tanks (AST) located on the ground floor;

·         4 x 1 000 l day tanks located in the base frame of the generators on the ground floor (below each respective generator);

·         4 x 2 500 kVa generators; and

·         4 generator rooms.

Regulations 386 promulgated in terms of the National Environmental Management Act (NEMA, Act 107 of 1998) identify certain listed activities, which require environmental authorisation from the competent environmental authority, viz. the Department of Environmental Affairs and Development Planning(D: EA&DP) via the Environmental Impact Assessment (EIA) process promulgated in terms of Government Notice No. R. 385 of 21 April 2006. The proposed activity includes the following scheduled activities: 7 and 17 of Regulation 386 published 21 April 2006. The proposed project therefore requires authorisation from the D: EA&DP, following the prescribed EIA process as detailed in the NEMA, 2006 EIA Regulations.

Aurecon South Africa (Pty) Ltd has been appointed to assist with fulfilling the environmental requirements for the proposed activity.
